National Dairy Task Force

The National Dairy Task Force (NDTF) was set up by the Minister of Food and Agriculture in April 2004 (Minister's Order No. 52 dated 15 April 2005) to guide project implementation as well as oversee the revival of the national "white dairy revolution" programme. The Task Force is chaired by the State Secretary of the Ministry of Food and Agriculture (MOFA) and members are drawn from all dairy sub-sector stakeholder interest groups as follows:

  • milk consumers
  • milk producers
  • milk collectors and processors
  • National Food Producers’ Association
  • food regulation and inspection agencies
  • training institutions
  • concerned MOFA departments
  • Capital, Aimag and Soum Administrations
  • Government of Japan
  • FAO/UN

Terms of reference:

  • supervise the activities of the "white revolution" national dairy programme and develop annual work plans for priority dairy development interventions;
  • on behalf of the MOFA Donor Projects Co-ordinating Board, harmonise all domestic and foreign funded projects and programmes aimed at increasing milk production and supply;
  • source and provide funding for dairy development;
  • guide implementation of the Mongolia/Japan/FAO-UN (GCSP/MON/001/JPN) dairy project;
  • ensure the widest possible gender-balanced participation of all dairy sub-sector stakeholders by setting up small provincial (Aimag) working groups to guide dairy development and project activities;
  • supervise the National Dairy Training Centre training programme
  • review all substantives dairy sector reports and documents.

Meetings:

The inaugural NDTF meeting was held on 31 May 2005 when the inception report containing the detailed programme of work and budget for the project were adopted. The next meeting is scheduled for December 2005. Since then meetings have been held in March and November 2006. The next meeting is scheduled for March 2007.

Regional Project Implementation Groups

To promote local ownership of project interventions and outcomes, project implementation is decentralised. Three Regional Project Implementation Groups (RPIGs) have also been established comprising the key public and private sector partners directly involved in operating the model dairy demonstration units being set up by the project, namely:

  1. Tov Aimag-Ulaanbaatar City
  2. Selenge Aimag-Darkhan City and
  3. Orkhon Aimag-Erdenet City
The groups meet semi-annually and have developed regional action plans. They submit brief progress reports to each NDTF meeting.
